AdaptationHubs – Connecting all levels of governance for climate resilience

The AdaptationHubs project aims to strengthen Europe’s ability to adapt to climate change by improving cooperation between national, regional and local authorities. Its goal is to ensure that each EU Member State establishes or reinforces a National Multilevel Governance Adaptation Hub (NAH). It means a national structure, such as a task force or working group, bringing together key actors to plan, exchange knowledge and coordinate climate adaptation actions.

How it works

In total, 27 National Adaptation Hubs will be created or reinforced across the EU. These hubs will act as national focal points for communication, learning and collaboration on climate adaptation. Through peer-learning, capacity building and twinning activities, they will enable regions and cities to exchange good practices and develop stronger, more coherent adaptation strategies.

Support and coordination

A Central Support Facility will coordinate this work, offering expert advice, training and resources to all hubs. It will also connect the project with the EU Mission on Adaptation to Climate Change, the EU Adaptation Strategy and relevant international initiatives. The aim is to ensure European-wide coherence and visibility.

Main activities in numbers

135 working sessions of the NAHs held during the project’s duration

1 Central Support Facility set-up and operational

19 Peer-learning and capacity building activities between the NAHs implemented

1 Structural Grouping Scheme developed

54 Twinning activities implemented between regions and facilitated by the NAHs

1 Pilot EU twinning programme set-up and tested

4 EU twinning activities implemented with at least 16 total working sessions.

By the end of the project, the hubs will be fully operational and interconnected through a robust grouping and twinning scheme.

Partnership

AdaptationHubs is coordinated by the Regional Energy and Climate Agency of Northwest Croatia (REGEA).  The consortium brings together 32 partners from across Europe, including 27 national expert organisations and several leading European networks and research institutions. Together, they represent a wide range of expertise in climate adaptation, policy, innovation and multilevel governance.

As the National Expert for Slovakia, PEDAL Consulting will:

  • establish and coordinate the Slovak National Adaptation Hub, engaging key national, regional and local stakeholders from public administration, research, business, and civil society.
  • facilitate dialogue and collaboration among national actors to strengthen multilevel governance and support implementation of the EU Mission on Adaptation to Climate Change.
  • organise national working sessions and workshops to collect insights, share best practices, and identify barriers to effective climate adaptation.
  • contribute to cross-border and regional twinning activities, sharing Slovak experience and learning from other EU Member States.
  • support data collection, policy alignment, and capacity-building to reinforce Slovakia’s national adaptation framework.
  • Collaborate with the Central Support Facility and other National Hubs to ensure consistent monitoring, reporting, and knowledge exchange at EU level.
