PROCEDIN project: Strengthening capacities for innovation procurement

The PROCEDIN project, completed in September 2024, marked a significant leap in fostering innovation procurement and collaboration among key stakeholders across Europe. The initiative brought together a diverse consortium. Including the University of Twente, innovative procurement leader cities like Haarlem Municipality and Gabrovo, and innovation managers/intermediaries like F6S. Many of the outcomes, including practical tools and resources, remain accessible to anyone interested in advancing innovation procurement.

PEDAL Consulting was responsible for the mapping and clustering of stakeholders, together with reporting. We were happy to support the coordination of the project as well as to manage project meetings.

What are the key achievements of the PROCEDIN project? 

  1. Establishment of the Innovation Procurement Task Force

    PROCEDIN leveraged expertise from eight European projects to establish the Innovation Procurement Task Force. This collaboration has strengthened connections between public buyers, suppliers, and educators, creating a robust framework for shared learning, capacity building and support for policy making.

  2. Development of the stakeholder map

    With a focus on building meaningful connections, PROCEDIN developed an interactive stakeholder map including 108 key players in the ecosystem. This tool enables users to find potential partners and initiate collaborations to enhance services and innovation efforts. The map has been instrumental in enhancing communication and collaboration within the innovation procurement landscape.

  3. Extensive training and knowledge sharing

    PROCEDIN prioritized capacity building through tailored activities such as:

    • 6 legal training sessions engaging 157 participants.
    • 4 webinars for small and medium-sized enterprises on B2G engagement with 172 participants.
    • An E-Learning module accessed by 498 stakeholders, providing comprehensive insights into innovation procurement.

  4. Comprehensive resource bank

    The project curated an extensive resource bank comprising 145 tools for buyers and 23 for vendors. Over 1,000 stakeholders accessed these materials. They include best practices, guidelines, and practical tools to enhance procurement processes. The resources bank is an open platform, aiming to gather the greatest number of useful materials.   5. Policy and strategy development

    PROCEDIN contributed to shaping the Policy Position Paper of the Urban Agenda for Innovative and Responsible Public Procurement (UAPP), aligning key recommendations to support the adoption of innovative practices across Europe. The project also delivered a white paper on capacity building for cities, providing actionable insights for sustainable urban development.
