Two must-have ROBIN tools for regions to lead the circular bioeconomy

As the ROBIN project approaches its conclusion, we are proud to present two flagship publications. They capture the knowledge, tools, and insights generated over nearly three years of collaborative work. The ROBIN Policy Briefs and the ROBIN White Paper together offer not only strategic guidance. But also practical solutions to support European regions in building resilient, inclusive, and place-based circular bioeconomy governance models.

Both resources are now available for policymakers, regional authorities, practitioners, and stakeholders committed to driving sustainable transformation.

ROBIN Policy Briefs: Practical Tools and Guidance at a Glance

This concise set of four Policy Briefs provides a clear, actionable summary of the tools and findings developed throughout the project. They are designed to support the replication and adaptation of circular bioeconomy governance models across EU regions.

Key Highlights:

  • POLICY BRIEF No. 1: STEP-BY-STEP REPLICATION GUIDE

A practical roadmap to help regional authorities design, implement, and evaluate circular bioeconomy strategies – from vision to action.

  • POLICY BRIEF No. 2: PRACTICAL ROBIN TOOLKIT

Presents the interactive tools available online within the ROBIN Toolbox. It includes training modules, a glossary and FAQs, case studies, and lessons learned from pilot regions.

  • POLICY BRIEF No. 3: 20 POLICY RECOMMENDATIONS

Offers targeted recommendations tailored to the needs of EU regions. It covers themes such as governance models, financing mechanisms, public awareness, and stakeholder engagement.

  • POLICY BRIEF No. 4: FROM EVIDENCE TO ACTION

Translates findings from the five ROBIN pilot regions into concrete policy options to guide effective bioeconomy governance.

ROBIN White Paper: Strategic Insight into Overcoming Systemic Barriers

The ROBIN White Paper takes a broader, strategic view. The high-level paper synthesises key challenges that regions face when implementing or improving circular bioeconomy policies—and offering solutions.

Key Focus Areas:

  • Governance Fragmentation
  • Insufficient Stakeholder Engagement
  • Limited Financing Options
  • Low Public Awareness
  • Inadequate Data-Driven Monitoring
  • Social Fairness Concerns

Each challenge is paired with proposed solutions. Moreover, all are supported by evidence gathered through extensive fieldwork and pilot testing.

The document also includes an Action Navigator—a practical guide linking readers to relevant tools and resources within the ROBIN Toolbox.

Why These Documents Matter

Developed through close collaboration with five pilot regions—Andalusia (Spain), Baden-Württemberg (Germany), the Southern Region (Ireland), Central Macedonia (Greece), and the Žilina Region (Slovakia)—the Policy Briefs and White Paper reflect real-world experience, not just theory. Together, they equip regional actors with the resources and confidence to lead in Europe’s green transition.

Special thanks to the authors – PEDAL Consulting´s team members Adriana Ciefova, Kristina Kolarova, Radoslav Považan, and Robert Miskuf – for preparing these key project deliverables.
